Where is the pancake capital of Russia?

Who would think that a small town Sengiley on the right bank of Volga river in Ulyanovsk region of Russia with the population of about 8.000 people would become a serious threat to famous American giant chain IHOP?  Sengiley has all the reasons to become the next pancake empire. It was founded in 1666 by russian cossacks as a defensive fortress. The nature around is wonderful. Wide Volga river (10 km to the opposite bank), picturesque hills, spring fields and green forests. But the most important is that Sengiley is also known as a pancake capital of Volga region. There are 2 great frying pans in Sengiley. They are 1 and 2 m in diameter. That's why we make the biggest pans in Volga region. Many people come here to taste them. They are very delicious!
P.S. I'm afraid IHOP can go out of business...
